CUBA´S TRAVEL REVOLUTION

    Nästan 183.000 kubaner har besökt andra länder sedan den nya ”migratory reform law” trädde i kraft i början av det här året, meddelar Associated Press och citerar kubansk TV.
Enligt den statliga televisionen sades 182.799 personer ha rest utomlands sedan januari 2013 då reformen eliminerat det dyra utresetillstånd som under decennier har krävts av alla öbor. Dessutom innebär de nya bestämmelserna att den praxis som förutsatte en inbjudan ett s.k. ”letter of invitation” från någon i det land man önskade besöka nu också skrotas.
Kubanerna måste emellertid fortfarande säkra visum från sina destinationsländer, vilket kan vara en både dyr och svår process.

     Detta har också inneburit att ett flertal av de mest högljudda av landets dissidenter t.ex. Yoani Sánchez (se tidigare blogginlägg om Beyonce-effekten) och Jorge Luís Garcia Perez ”Antúnes” nu kan agera och propagera mot hemlandet från USA.

Resereformen innebär också att kubaner på resande fot kan vara borta från hemlandet i två år utan att förlora sina medborgerliga rättigheter, såsom fri sjukvård och andra subventioner.

TV-nyheterna rapporterade också, enligt AP, att 1.900 personer har lämnat in ansökningar och önskar återta sitt kubanska medborgarskap sedan januari i år, även om nettoemigrationen är avsevärt större.

Trots betydande svårigheter och med hot om dryga böter tar sig också allt flera USA-medborgare till Kuba, vilket har rört upp känslorna hos republikanska företrädare i främst Florida, Miami, vilka önskar verka för en åtrstramning av den lag som i princip gör det omöjligt för USA-medborgare att besöka ön.

Enligt officiell statistik besöks Kuba av ca 100.000 USA-medborgare årligen. Mycket talar emellertid för att antalet är betydligt större, kanske 250.000 – 300.000, då de flesta amerikaner åker antingen via Kanada, Mexiko eller Bahamas. Det finns webplatser och t.o.m böcker utgivna i USA som är ett slags handböcker om hur man reser till Kuba utan att utmana USA:s stränga lagar.
